En février 1937, Jean Zay, ministre de l’Education nationale et des Beaux arts, intègre le cinéma dans ses prérogatives et donne, enfin, une place centrale au 7ème art. Pionnier de la démocratisation culturelle contre le conservatisme et l’élitisme de l’époque, il dépose un projet de loi de réorganisation de la profession. Le cinéma devient une affaire d’Etat. Enfin, en visionnaire, il annonce en 1939, la création d’un Festival de films International à Cannes soit le Festival de la « liberté de création ».
